Purpose:

The Tariff, Customs and Taxes Committee serves to represent the interests of the chemical manufacturing sector by monitoring, analyzing, and providing recommendations on tariff policies, regulatory frameworks, and government affairs that impact the industry

Scope of Work:

  1. • Preparation of Proposals for Federal Budgetary Exercise
    1. a. Changes in Customs Duty
    2. b. Creation of New HS/PCT Codes
    3. c. Changes (Reduction/ Eliminations) in
      1. i. 5th Schedule
      2. ii. Regulatory Duties
  2. • Tariff Classification and Creation of New HS/PCT Codes.
  3. • Preparation of PCMA responses and follow-up on Bilateral and Multilateral Trade Agreements i.e. PTAs, FTAs, CECA, CEPA etc.
  4. • Custom Valuation Ruling
    1. a. Trade Remedy Measurers
    2. b. Anti-Dumping Duties
    3. c. Countervailing Duties
    4. d. Safeguard Measures
  5. • Income Tax and Sales Tax related matters.
  6. • Serve as the liaison between the chemical manufacturing industry and government agencies on Tariff and Tax related matters.

Purpose:

The primary purpose of the Academia and Research Committee is to drive innovation and advancement within the chemical manufacturing industry in Pakistan. The committee will focus on promoting R&D activities, facilitating technology transfer, encouraging sustainable practices, and fostering collaborations between industry, academia, and government bodies.

objectives:

  1. • Promote R&D activities in the chemical manufacturing sector to enhance productivity, safety, and environmental sustainability.
  2. • Facilitate knowledge exchange between industry experts, researchers, and academic institutions.
  3. • Identify emerging technologies and trends that can improve the competitiveness of Pakistan’s chemical industry.
  4. • Advise member companies on best practices in R&D, innovation, and process improvements.
  5. • Support policy advocacy related to R&D incentives, funding, and regulations that benefit the industry.
  6. • Organize workshops, seminars, and training programs to build capacity in R&D across the chemical manufacturing sector.
  7. • Develop and oversee collaborative research projects that align with industry needs.
  8. • Work on National Chemical Policy Document.
  9. • Devise a comprehensive internship plan.

Scope of Work:

  1. • Review and evaluate existing R&D activities within member companies and identify gaps or opportunities for improvement.
  2. • Propose strategies and frameworks to strengthen R&D efforts in line with global best practices.
  3. • Establish partnerships with universities, research institutes, and international bodies to access advanced knowledge and technology.
  4. • Monitor global technological advancements and recommend adoption of relevant technologies to members.
  5. • Provide recommendations on government policy related to research funding, tax credits, and other incentives for innovation.
  6. • Develop annual R&D roadmaps and progress reports for the industry.
  7. • Advise the PCMA on intellectual property rights (IPR) issues and suggest mechanisms for protecting innovations in the chemical industry.

The Social Outreach and Membership Committee of the Pakistan Chemical Manufacturers Association (PCMA) typically focuses on enhancing the Organization’s engagement with its members, promoting the Association’s activities, and building connections with external stakeholders.

Objectives:

  1. • To increase membership by promoting the benefits of joining PCMA.
  2. • To ensure that the needs and concerns of existing members are addressed through ongoing communication.
  3. • To develop outreach programs that enhance the visibility of PCMA within the business community, academia, government bodies, and NGOs.
  4. • To create awareness about the role and contributions of the chemical manufacturing sector in Pakistan’s economy.
  5. • To foster relationships with stakeholders in line with the goals of the PCMA.
  6. • To enhance awareness about PCMA by establishing YouTube Channel and conducting a series of Podcasts of Stakeholders.

The primary purpose of the CHECS Committee is to promote best practices of effective Chemical Handing, Environment, Compliance & Safety and Represent PCMA before Government and proposed amendments on Chemical sector on legislation.

Objectives:

  1. • Effective Representation of PCMA in upcoming Legislation pertaining to Chemical Industry.
  2. • Formed up Proposals of PCMA and effective follow up on Legislation pertaining to Chemical Industry.

Scope of Work:

  1. • Promote best practices on effective Chemical Handing, Environment, Compliance & Safety in Chemical Industry.
  2. • Inform Members on existing Chemical related Legislation.
  3. • Maintain effective liaison and potential areas for cooperation (if required) with International Chemical Associations for improvement in Pakistan Chemical Industry (e.g. ICCA Members, Czech Chemical Association etc.)
  4. • Promote Responsibility Care Initiative among PCMA Members.
  5. • Proposals for Amendments in different legislations in Pakistan (e.g. Dangerous Petroleum, Narcotics Control. .
  6. • Effective representation of PCMA in Legislation pertaining to Chemical Industry.
  7. • Organize Symposium, Event and meetings pertaining to promote safe chemical handling and spread positive image of Chemical Industry .

  2. • Prepare basic data for the demand of Petrochemical products in Pakistan.

The primary purpose of the PCMA Vision 2030 Committee is conduct baseline of Pakistan Chemical Sector and develop forward-looking Short-term (2030), Medium-term (2040) and Long-term (2050) Visions that reflect the sector’s strengths, opportunities, and strategic priorities for Pakistan Chemical Industry.

Objectives:

  1. • Conduct Baseline Study of Pakistan Chemical Industry.
  2. • Develop Short-term (2030), Medium-term (2040) and Long-term (2050) Visions for Pakistan Chemical Industry.

Scope of Work:

  1. • Finalization of Scope of Work & deliverables along with timelines.
  2. • Approval of Finances/payments pertaining to this exercise.
  3. • Engage Consultant to Carry out the exercise.
  4. • Monitor the progress of consultants and take appropriate decisions.
